The payment records of the Federal Co-operative College Oji River under its Provost, Dr Jude Ejikeme Obidiegwu, show N20.67 billion paid for solar power and electrification between November 2024 and June 2026, made up of N12.29 billion for solar streetlights, N6.02 billion for other solar installations and N2.36 billion for transformers and electrification, and a further N16.37 billion paid for rice, beans, maize, fertilizer, pesticides and seedlings. ReportsNG study of the records puts the combined total above N37 billion, moved through a co-operative education college for energy and food distribution across the federation, and shows two of the recipient companies standing inactive on the Corporate Affairs Commission register.
The solar payments begin at the start of the Obidiegwu era. On 12 November 2024, POWER EVOLUTION ENERGY LIMITED received N454,125,000, described as the final payment for solar powered streetlights in six southern locations, the location string truncated in the records. On 9 May 2026 the college made the two largest single payments of the entire window on one day: N525,000,000 to 5TH GALAXY SOLAR COMPANY LTD, a first tranche for renewable energy infrastructure along commercial roads and access corridors in the Oron, Mbo, Udung Uko and Urue Offong Oruko Federal Constituency in Akwa Ibom State, and N524,947,500 to LIGHTFEED GLOBAL SERVICES LIMITED, a first tranche for the supply and installation of ten 300KVA transformers to Lagos State. RIGHTNETWORK INVESTMENT LIMITED received N314,842,500 the same day as a first tranche for solar powered borehole facilities.
LIGHTFEED GLOBAL SERVICES LIMITED, RC 1712527, is marked inactive on the CAC register, which carries against its name the notice “Visit CAC and update your status”. The largest transformer payment of the era, N524,947,500 as a first tranche for ten transformers to Lagos State, went to a company in that standing. The Companies and Allied Matters Act 2020 anchors public contracting to companies in current registration standing.
The corporate filings around three further recipients form a connected record. DIAMOND LEEDS LTD, RC 763207, incorporated 28 July 2008 and marked active, names IFEKUDU CHIOMA as a 50 per cent shareholder and IFEKUDU ONYINYE as a director; the company is associated in reporting with Chief Kenneth Ifekudu as chairman and managing director, and it collected N2.35 billion from the college. KEN VIC MOORE BIZ VENTURES NIG LIMITED, which collected N2 billion, is linked in reporting to Nnamdi Ifekudu and names IFEKUDU KENNETH EJIOFOR as a director and IFEKUDU ONYINYE as company secretary. IFEKUDU CHIOMA holds 20 per cent of SWAM CONSTRUCTION LTD, which took N2.6 billion from the college. The filings record IFEKUDU KENNETH EJIOFOR as the person with significant control of GOLD REEF CONSULT LTD, with a 50 per cent shareholding, of GOLD REEF VILLA LTD and of CORPORATE BOMANTI LTD, with a 95 per cent shareholding. Reporting has put a further N2.51 billion in solar related federal spending across agencies through Diamond Leeds and N1.67 billion through Ken Vic Moore. These are reported connections, and no finding of wrongdoing is made against any of the companies or persons named.
TECHTAP CONSULT LIMITED, RC 1638831, collected N2.53 billion from the college. Its filings name OSHO JULIANA PASCALINE as a shareholder. The company is reported to have received some N2.25 billion in solar related federal spending, and it sits among the 28 companies named in a November 2025 EFCC inquiry into alleged contract irregularities at the Ogun-Osun River Basin Development Authority. The inquiry’s invitation letter disclosed no specific allegation against any individual company.
The grain payments carry their own single day. On 16 February 2025, 22 companies were paid exactly N188,000,000 each, N4.136 billion in total, for rice, grains and farm inputs to constituencies spanning Rivers, Bayelsa, Akwa Ibom, Delta, Edo, Jigawa, Imo, Anambra and Enugu. MOONDEX IMPEX LIMITED supplied assorted seedlings to Jigawa North East Senatorial District. CLOUD HIGH LIMITED supplied pesticides to the same district. PLACE OF PEACE INVESTMENTS LIMITED, whose name the payment records print without its final S, was paid twice for Edo Central, fertilizer to five local government areas and then rice and beans to the same five. NAOMI ENGINEERING NIGERIA LIMITED, printed “LIMTED” in the payment records, was paid N188 million for food items in Ahiazu Mbaise and Ezinihitte in Imo State, and the CAC register marks it inactive, RC 826929, carrying the same “Visit CAC and update your status” notice as Lightfeed.
No distribution evidence for any of the named grain deliveries appears in public reporting, not the rice in Port Harcourt II, not the grains in Aguata, not the seedlings in Jigawa. The Fiscal Responsibility Act requires public funds to be managed prudently and applied to their proper purposes. The Public Procurement Act 2007 requires open competition for public contracts, and the record carries 22 identical awards of N188 million made on a single day. The college’s records, the register entries and the absence of any delivery evidence in the public domain are the whole of what the record establishes, and they stand unexplained by the college.
