In 2024, the Nigeria Police Force under Inspector-General Kayode Egbetokun routed N7,306,458,193.39 through NPF Microfinance Bank Plc, the Force’s own bank, across 24 payments described as overhead allocation and operational logistics to commands and formations. ReportsNG checks of the payment records show that on 31 December 2024 alone, N2,375,241,795.89 left the Force’s books for the bank in two vouchers, N1,548,563,064.12 and N826,678,731.77, each described as ‘overhead allocation for procurement of operation logistics’, on the last day of the accounting year.
The payments ran through the year: N444,208,034.32 in March, described as overhead for January and February, N442,908,034.32 in May, N409,193,034.32 in September and N410,333,034.32 in December. Routing operational funds through the Force’s own bank is not unlawful in itself. The Financial Regulations require public expenditure to be retired with proof of what it bought, and the records show the transfers into the bank for onward distribution to commands and formations. They carry no retirement documents showing what each command received or spent.
Alongside the bank transfers, the Force paid for construction in 2024. Equal Project Limited received N918,099,898.95 as the final 70 per cent payment for four blocks of six-man rank-and-file quarters. Spectrum Engineering Limited received N850,789,781.43 for completing and furnishing a police secondary school. Aty&K Integrated Services Ltd received N874,321,327.30 for a police secondary school in Hadejia, Jigawa State. Pinnacle Alliance Nigeria Limited received N515,848,671.82, and Numarha Ltd received N425,348,093.36 for a police station and barracks.
On 27 August 2024, the Force made four advance payments of 30 per cent on the same day: N393,471,385.27 to Equal Project Limited, N393,408,252.14 to Kadforex, N374,709,140.28 to Aty&K Integrated Services Ltd and N374,684,134.29 to Dextirity. The four advances total N1,536,272,911.98. Section 35 of the Public Procurement Act 2007 governs advance payments made on public contracts before mobilisation.
Beyond the bank transfers and the construction payments, the 2024 vouchers carried medical payments to named individuals totalling N235,941,000.00. On 27 September 2024, Bitrus Gado and Afariogun Ebenizer each received N20,000,000.00 described as ‘medical assistance for DIG Gazali D Lawal’, N40,000,000.00 in total for one Deputy Inspector-General’s treatment, paid through two officers’ personal accounts on the same day. Mohammed A. Musa received N27,122,000.00 twice, on 23 May and on 28 June, N54,244,000.00 in total, described as ‘financial assistance for medical treatment’. Adefila Oluwatosin received N100,697,000.00 across fifteen vouchers for ‘drugs and medical consumables’, including seven identical payments of N5,000,000.00 on 10 October and five more of the same amount on 29 August. Danmallam Mohammed received N10,000,000.00 for ‘medical treatment in Egypt’, and Abari Terlumun Thaddeus and Chukwu George received the same sum each.
